VIDEO: What are Planning Areas?

Planning Areas seem to be a Catholic version of what gerrymandering is in politics. Your parish is compared to a group of parishes that they selected, not necessarily based on location or proximity. The decision to close or keep parishes is then being based upon certain data points. The problem is that these decisions could be based on different data points for every planning area!
